He has just escaped from the scientific institution that turned him from a normal wolf pup into an insane beast thirsty for revenge. Very cliche, I know.
This is the one and only time you will ever see him in his true form again. EVER. AGAIN. He has the weird ability to steal body parts from other creatures, so he's sure as heck not keeping his little wolf legs. Hint, hint.
The bag you see is the supplies he stole from one of the scientists. It has a bunch of stuff in it. He has to check it out later.
